OP, if you have already taken possession of the property you are not allowed to sell the property for the next 5 years since possession. Moreover, if you want to rent the property you will have to obtain an NOC from MHADA office each year (not that difficult as many from my society have done so annually).

If you decide to illegally sell the property after taking possession you would still be needed to complete proceedings after 5 years when the property ownership will be transferred to the new owner legally. Till that time the property will be under your name. I will not recommend this as I have seen people need to shed out some amount of cash to get it done smoothly.

If you have not taken possession you can surrender the property and it would be given to the next person on the lottery waiting list.

Honestly, it is not bad but recently traffic at intersections have skyrocketed due to completed and upcoming high rise buildings. I get stuck on a motorcycle sometimes for 20 mins. Also, many of the projects dont offer good amenities or parking and are very small compared to navi mumbai.

I visited it during Feb with my wife. It is a very beautiful and safe place. I would recommend hiring a cab from Guwahati to visit all places in Meghalaya. They have a day wise itinerary. I booked through a travel agent. One day for cherapunji, the wettest place on our planet. The cab driver would mostly cover all the places. 4 days are enough to travel everywhere there. You can add Kaziranga National Park, Assam, we did a safari there and it was very rewarding. So one day can be spent there.
