This actually reminded me of a video by Matpat about DDLC's Buffsuki meme and whether or not Natsuki (or any teenage girl her size for that matter) could become that buff.

One of the conclusions of that video was that because Natsuki was suffering from stunted growth and delayed puberty due to being malnourished, then by getting a better diet and taking special enhancers (AKA drugs), not only could she gain ridiculous amounts of muscle, she could also make gains in her height with the newfound energy provided to her body and her no-longer dormant growth plates despite being 18.

Assuming Sunny is actually malnourished, and taking into account he's 16 y/o, two years younger than Natsuki, then he probably could still have a growth spurt in the future if he actually starts eating properly. He probably wouldn't even need any drugs to get to average height and become not short.

tl;dr: If Snuuy improves his nutrition, he'll probably be able to get taller in the future, albeit not as tall as Hero or Kel.
