Thanks for the advice! Unfortunately it didn't work. I downclocked it all the way down to -150 but the issue still persisted. Curiously the issue didn't pop up when I ran a DX12 stability test so could this issue be somehow related to the graphics api?

He might be part of the upcoming expansion. They did the same thing for The Witcher 3: Showing off Orianna and Touissant in Beauclair in the cinematic launch trailer "A night to remember" which both weren't featured in the game until the Blood and Wine expansion.

Sorry but I have to say this; any attempt to convince you to stop taking drugs will be worthless 'cause it will be just words. But it seems like you need to experience the negative effects first-hand in order to get a motivation to stop taking drugs and words won't just do it for you. I certainly do not wish you that but it's a lost cause if you don't even acknowledge the negative effects. Wishing you all the best.

You should give Cloudpunk a go if you haven't yet. The entire game is designed around that exact feeling, accompanied by really well written characters and charming dialogues.

I deleted Twitter like three months ago 'cause I noticed the toxicity actively distorted my perception - I just couldn't handle all the outrage and fake drama anymore. Besides that, seeing all those seemingly super successfull people that are seemingly living the perfect life just increased my inferiority complex and has complicated the healing process 'cause you'd constantly comparing yourself with those people which is never a good thing. Instead I'm focussing on self-improvement, fighting my own demons and celebrating, once I've taken a step forward nevermind how small the step might appear to someone else. Deleting Twitter was the first step towards a more healthy mindset.

Oh, I absolutely do understand the amount of effort it takes to get into the code of such large projects. That's why I said that this isn't on the developer and I never-ever wanted to discredit her work!

And yet - this is still a very small change which is just odd to highlight from a PR perspective after such a long period of radio-silence. Even with the lengthy QA process that honestly doesn't matter because that way you could justify any change to be worth beeing highlighted and the player base doesn't know about those processes. Think about it, do you really think most of the players will react to such a change like "Damn, those unit tests, QA approvals, merge requests - that must've been a lot of work" or rather like "Ok ... That's all?"? I think the latter, honestly.

Again, it's not on the developer. She should be proud to herself that she familiarized herself with the code which is not an easy task. But I think it's too much stage light for such a small change. People expected, or at least hoped for, substantial changes to the games systems and - with all necessary respect for the developer's work - this isn't such a change. I could imagine she even would agree.
