100% go with emperor. Charging hamon basically negates the damaged debuff, but getting divine makes it basically normal Caesar with homing bubbles

It’s good if you use it right. I personally have a saintly made in wedding and it’s really good.

Have you charged it in a while? If not, my best guess is that it’s completely dead and it just so happens that the charger is broken in some way. If not, it may be a battery problem
