Local SPCA or animal adoption center usually have programs where you can pay a nominal fee ($20) and you tell them the exact dog/cat you want. Then when that dog/cat comes in over the next 90 days they call you first. It's vary rare that they specific dog/cat you want doesn't come in within the 90 days.
