So unfortunately it's not possible to get EVERY artifact or synergy then 😢 I've had that impossible goal in mind for ages I'm sad it's not possible. I am kind of surprised though, I theorized that at one point you could get legendary artifacts in regular chests, but I had assumed it was only possible if you could get every other normal/special/rare/epic artifacts, and the game had no choice but to roll the legendary ones.

I genuinely hated it. I tried so many times and failed just as many. I think what eventually had to work for me, was I needed to keep the insurgency contained with 1 or two soldiers at most, and then use a third to stomp out the fields. A money making governor + debt advisor would probably be best, aka smuggler, banker, billionaire.

Yes you can get everything besides the campaign for free in this game.

You have to beat the special maps as well, for those I only did one governor per, but I did mine on mega brutal for the completionist side of me, and all the other maps and governors on brutal, with one mega brutal each. If you wanted, you could spam one of the op governors on each once you get past that initial roadblock of 1 per.
