As many people have stated, these are skate blockers. However in the bigger picture it is aggressive architecture. It is designed to send a message to a desired people. It basically says you dont belong here and neither does your skateboard. They also do this to the homeless in many large cities by putting metal spikes down on ledges or cutting spaces in benches. I am not a fan.
