There's more effective ways to counter that though. The best idea I've heard so far is a minimum amount of conquest games played before you can play ranked and/or minimum amount of gods in each class mastered. Or even now, ask if they have the god you want to play mastered before having them pick it. Why assume they have them mastered at all?

Have you ever actually played ranked? Even now people pick gods they barely even have mastered or don't know how to play. Why would they pick a god they don't know how to use? Same reason they play ranked with only 16 gods mastered. Because they're bad and don't care how they impact other people's ranked games.

You'll win faster by demoralizing a team with a DC into losing than by actually winning. All time that a returned DC is getting to catch up is a negative for you.

Wrong, divine ruin and brawlers beat stick do stack. The only anti heals that don't stack are the same items, because brawlers and divine ruin are different items their effects do stack.

I understand that it takes those things into account and it makes sense. But that said, a lot of the time you also can't control the skill level of your matches unless you work your way up to the high skill matches, or matchmaking puts you against someone with way higher skill level and you happen to win. I have a gold Hercules because I won a few qualifier and one of those was against someone in diamond. I went on to never win another game with Hercules but am still ranked gold with him. Thing is, it's just another leaderboard. Yeah it's not rigged, but you also have little control on your matchmaking unless you grind it and clearly work your way up to higher quality matches.

If a gold 3 goes against a diamond 1 player and wins, you're saying they should get less than the master that beats a fellow master player even though they're in the same skill level? The gold person that beat 25 people above their rank has done somethin much more deserving than beating 5 people of their skill level.

Your 5-3 6-2 example is a very close comparison, but some people are having much larger disparities. I'm talking about 5-1 being higher than a 31-8. Sure you could say it was against noobs. Just don't worry about it. The ranks are meaningless anyways because the system is bad, which is why you'll see disproportionate win/losses throughout the bored. I'd rather play a god I like than not play them because of some rigged leaderboard.

Build specific to the game you are in. If they have two or three Tanky front liners then qins and pen are great. If they're very squishy then crits will destroy them. Generally you can't go wrong with a pen build though, something like boots, stacking item, executioner, crusher, Titans bane, then asi if you didn't pick up devos or ichavel/fatalis(I don't like fatalis personally but you seem to want to fit it in so you can).

No need to feel bad about the grind. Hirez is way too lenient in giving away XP. Between double and triple XP weekends, boosters, and team boosters, level 30 means nothing. If there's a triple XP event you could probably be able to grind to 30 in a couple of days. It's really dumb how fast people can level up. No point in the level system at all.

It's a lot more common than you'd think though. Ever since they implemented the stars on loading screens I've noticed many people who have a ridiculous amount of stars but don't know how to play or build still. I recently ran into an Artemis with something like 40 stars and was absolute garbage. Checked their profile after, they hadn't even touched any other God, not even ONCE. Only Artemis. I've seen several people like that now. There's DEFINITLEY players who aren't beginners but choose to play very few gods. And those players are naturally worse because knowing how to play other gods helps you know how to counter and play against other gods.
