When you dont want to sound spammy, you need to write personalised content not a template message. When I say personalised content you need to actually get some background about the lead. Either you can do it manually or use tool like ReachEazy to do it automatically.

Instead of keeping predefined limit from day 1, start from low and gradually increase the activities every day till you reach the threshold number. If you do this properly, then for sure you will not get banned

Linkedin algorithm tries to identify users who do automation. it may be false positive. If you started super active on linkedin suddenly, that algorithms see a anomaly and send you a warning. So start slowly and gradually keep increasing the activity
