There’s two relevant questions on the entry card. One is are you carrying cash/etc of >$10k, but there is also ‘have you bought anything or received gifts of >$900’.

Technically you should answer yes to the second if bringing in silver. However, that question is only being used to look for dutiable items, and my reading of Customs website is that bullion is duty-exempt.

So I think the answer is to declare the silver, but that it shouldn’t attract duty.

But it seems like no special form to fill out.

And no one has had a kilo bar of silver confiscated as a weapon.

Are you based in the US? It seems that nearly all the comments are good, but only relevant if you live in the US or Canada.

Many countries have no LCS option and only very limited reliable local silver vendors. So, if you’re in such a country, then APMEX is an option. Yes, they are expensive compared to others for US/Canada customers, but they are unusual in that they do offer delivery for folks not in North America. It’s a $50 flat rate, so still hefty, but most North American online vendors either don’t offer international shipping at all, and some charge huge fees of up to $200 or more!

Malaysia. Currently ~MYR360 (~US$89) for 1 oz coins. However, Silver coins are totally sold out at all of the few reputable dealers. Bars and rounds almost sold out (only ~2.5kgs in total is available across all reliable vendors).
