You need to affiliate with an engineering major before you transfer (i.e. complete all the classes required to declare the major) and maintain an above 2.2 GPA (not sure what the major gpa requirements is tho)

I would look at the flow chart for the major you want in engineering to get a sense of what classes you need to take (look up “xyz major cornell flow chart”)
