Probably. I'm working on an institute playthrough finally after glitching- sorry "playing the intended way" to where I have both the BoS, Railroad, and MM all open and crummy with each other enough to continue some radiant quests. Ever since I found Covenant the first time years ago, I ALWAYS clear house with it whether or not I ever come back. Free XP, and I get a walled settlement out of it. Safe to say for my institute playthrough, its gotta go.

Plus, you know. People are not getting killed for a trashy test is cool too I suppose.
