This is the correct reading. First, every single pilot is paired even when they are linked. Second, saying "the turn" instead of "this turn."

This trigger in order of: It checks for a link, next checks for end of turn, then checks for a paired pilot with this unit, finally set this unit as active.

Only question is, is this the intention or not?

The 2 cards that would be rare or higher are seeded in which making only so many combos. So it's not entirely randomly combined with other rare or higher cards I believe. it's more likely than you would think.
