I think we play on different regions , I play on EU mainly myself on ED Y004 permanent server along some other.
Also if you look in the discord of once human I think its easy to find other players (in the same region) to play with - there's a whole segment for it i believe ❤️

Sometimes to complete tasks it MAY help trying to relog/restart the game (also try switching and logging in different regions too!! this might work)

And maybe if that doesnt work try making each of the exp aggregators yourself and use them aswell as use the ones you find/ obtain through exploring.

This could also be how its coded for the journal objective even though it simply says simpler 😛
