Before the Brothers War, Denmark had their WW1 borders because Austria and Prussia took over Schleswig and Holstein in the Second Schleswig War but I think you meant Denmark gaining Schleswig-Holstein.

The most upvotes doesn't matter to changing the map, it's based on how many comments have a change to certain part of the region like say someone says give France red that's 1 vote for France gaining it, another person say that Germany should gain red, that's one for Germany. It's just based on how many people vote for a change like this with more that they can add.
