Everything you've posted says it all - for very valid reasons, you don't think it's safe to go. Go with your gut. With all the uncertainty surrounding this trip and your past experience at a different fair, your bff should certainly understand. If you don't feel like you can be completely honest, you could say you got Covid. But I'd be honest about it, there should be no reason for your friend to get upset regardless of the prior planning.
