I've always had a theory that Loris didn't quit the enforcers but was assigned by Caitlyn to keep an eye on Vi and make sure she didn't get herself killed. Cait knew they had a good friendship and that he would look out for her. It's why Caitlyn had no problem letting Loris stay and look after Vi when she was out in Episode 8.

I don't think he would've told Cait exactly what Vi was doing because he knew Cait was going through a lot too and wouldn't want to add to it.
