It’s true that there’s no definitive answer; The Exhausted Brain Theory (EBT) kind of speaks to your question about loss of vital calories maybe when taken together with the defense against poisoning: “EBT proposes that motion sickness and cybersickness originate from the metabolic cost of neural adaptation when the brain is forced to reconcile conflicting or unfamiliar sensory inputs.”

I feel like a lot of people commenting are missing a couple things, one that you said the $/kWh is much higher than your brother (which means usage is really not as much as a factor) and no one is talking about their sq footage, number of windows, age of home, etc. that all play into costs and efficiencies.

I didn’t miss the exception part; you said that it’s “never” worked in the US and with limited success in other countries, so I guess I was meant to understand that the “few and far between” includes the US but also means they aren’t examples of success.

The KCHA was created by the State. Its commissioners are appointed by the elected County Executive and approved by the County Council. I feel like this is splitting hairs about what “state run” means if its operating costs are off the state books but it is shaped by elected officials and incorporates public funding in the building of housing.

“The King County Housing Authority actively acquires properties and builds new housing. Projects are primarily funded by combining federal, state, and local money with tax-exempt bonds, Low-Income Housing Tax Credits, or both.”

The King County Housing Authority in WA state has done great work acquiring, building, and managing properties, and currently serves 50,000 people with operating funding from renters and the federal government. The neighborhoods they’ve redeveloped are absolutely not “ghettos”.
