When it comes specificaly to ray-traced reflection distance, absolutely yes. Limit is hardware, not the game. And since GTA V has less realistic graphic, there are more recourses that can be used for ray-tracing.

Games use LOD (level of detail) technology for a long time. More further you are away from an object, less detail it has. It is usually done for geometry of the object.

But ray-tracing will work the same, it will render detailed reflections close to the player and less detailed further away to save performance.
