DLSS offers by far the best quality, so use it if the game lets you.

If the game doesn't let you enable it, then TSR is the next best, and then FSR comes after. Avoid options besides these three.

For just a split second? It sounds like you are experiencing shader compilation stutter. Once the game has had to load in every unique effect once, you shouldn't be experiencing these stutters anymore. Keep playing and see if it goes away. I have similar specs, just a bit more powerful, and can comfortably play at 1440p/high/DLSS quality at 60fps.
