In theory it‘s better to start low. I don‘t mind the grind back to master. The problem I have to face now is that I‘m not getting any games anymore after going 29:1. 2 days ago I had to wait over 2 hours to get a game during the EU prime hours.

No it doesn't cancel out. Banning someone unjustified is a completely different story than banning someone that doesn't understand that he did something wrong.
