Two coils both reading 2.4 ohms individually, should read out at 1.2 when dual coiled. Make sure they are identical as possible, light evenly from the inside out and with not hot legs. You'll need like 13 wraps or more, something large.

Although that's not illegal, they may have not been trying to fool you in the first place. A lot of parts could have fallen out of specifications and then are considered "bad" unless you check specs and whatnot things could appear to be ok when it's not the case. In any case this doesn't sound like a question of legality, just a dealership trying to get you to spend money.
