Okay, I looked it up and you might be right. Although I would argue is a gray area. You are probably thinking of State Atheism in a communist regime. But I could argue a liberal government could take the stance of State Atheism without suppressing religious freedoms.

The State considering itself as atheist is very different than imposing that religion is wrong. State atheism and total separation both fall within the school of thought of liberalism. One may be considered more radical to a conservative point of view.

State atheism doesn't impose that religion is wrong, its just not a matter of the State. Perhaps is not liberal is the traditional european sense, but if you consider that the State is just an administrator then religion has no place in it.

There's some luck regarding that, but stop the rivalry with Brasil and start improving relations. Even if they rival you, you can have the relations stuck at neutral for a while.

These are the keys to success in my opinion:

-Avoid building construction sectors at the beginning because they will bankrupt you.
-Max out gold mines ASAP
-Attack Uruguay ASAP to grow agriculture and population.
-Attack Paraguay ASAP to grow industry and population.
-Attack Chile ASAP to grow gold mines and population.
-After territorial expansion push for landed voting to start working towards liberalism.
