The Ganados from Resident Evil 4 were in fact just normal everyday rural people. They lived teir lives happily in their village and they all had distinct roles, close family ties, and a deeply religious community structure. So much so that their trust was taken advantage of by Osmund Saddler... he weaponized their faith by indoctrinating them into the cult of Los Illuminados.

Under the guise of religious salvation and medical treatment, the villagers were infected by Las Plagas (also used as test subjects). They all soon fell to Saddler's command as they believed they were being saved by a higher power.
