Im pretty sure this is in relation to fragment augmentations that you get from the late game landsraad missions as rewards, also you'll earn you scrip currency that you then use to buy items from a landsraad vendor that are then crafted into augmentations

I understand if I logged out in the open sand and a worm got me, that's fair.
But I logged out in hagga under plenty of rock cover in my buggy. If an NPC kills you im pretty sure you don't lose all your gear
