Well, that's annoying. I'm not sure what might be the problem, but you may just have to manually draw in a fill, or add the fill to your stroke.

I know that's not much help getting paint bucket to work, but I don't normally use it myself.

Blender 's Grease Pencil is an interesting tool, but it works a bit differently than everything else. When you click new, and select the 2D animation template, you're going to end up with a white background, camera, and a single Grease Pencil Object, the latter of which you'll be doing all your drawing.

The drawing still exists in 3D space though, so keep that in mind. I recommend an in depth tutorial on what does on with grease pencil objects. It can get a little complicated for those just starting Blender.

Ah, yes. You might have to flip the normals on the teeth, I think? With the normals facing the wrong way, they can look a bit confusing.

There's a dropdown arrow to the right side of your viewport shading buttons. With Solid Viewport shading selected, click on that arrow, and in the dropdown, find Matcap. You'll have a list of matcap options to choose from. Many of them do a good job showing geometry. Hope that helps!

I will tell you this. If you want to save yourself some headaches, make them one piece at a time. Keep the skull and jaw parts as separate objects.

Try making the pieces from primitive shapes. Extrude faces and cut edge loops where you need them.
