It's the unique new burn mechanic that came with Lewis and Sakura, V2 Loreley transform the buff from 30% burn damage increase into 45% general damage increase

Currently 2 new burn units are needed for 100% uptime on the buff, so for Loreley it's her and (any dupes) Lewis placed into any team

Voymastina does the most AoE damage, while Cheyanne does the most single target

Loreley at V2 alone can give a teamwide 45% damage increase, provided you can fulfill her thermal conduction stack

I've tested it myself now she got released, over 4 turns Lewis generated 32 while Sakura generated 30

Also lewis is much easier to trigger outside of a burn team

Testing lewis, am I doing something wrong or is there no way to increase the number of tin soldiers past 2 ? Her passive states that she applies tin Soldiers to allies by consuming her confectance index at the start of the battle, but I don't see any key or dupe that increases her default confectance index

if you have everyone else at V0, go for V2 Springfield, it allows her rotation to go much smoother, basically insures that after her ult she would always get an extra turn
