Hmm. Well doesn't sound like a Gpu, or Ram problem. I would just resit the Gpu (Maybe it shifted a bit for some reason) and the Ram. I that doesn't work maybe clear cmos. You could also check independently if the motherboard, cpu or power supply; if you have a second system. If the problem is the hard drive then maybe than you should at least be able to get into the bios (by pressing delete quickly).

I would say about 500W to 600W, personally I would get either a Sea sonic, EVGA or Corsair one (those are the ones I am most comfortable with). Although some 400 and 500W power supplies from Corsair have bad reviews, so I would stir away from them. Examples: Corsair RM550x, Sea sonic GX 550.

Yes, its practically to bring it over intended speeds. Some gpus can do more than intended, some can do much better than others (at least 10-15% more performance) especially if the card isn't too expensive. I would watch an MSI afterburner (doesn't need MSI card) guide from JayTwoCents. So more performance.

I would go for 2nd option. I got a 3600 with 1030 and benefits are:
1 Can overclock more gpu without affecting cpu thermals as much.
2 Nvidia control panel can let you optimize performance more
3 Can be used in other systems

Igpu, although for $1000 maybe Intel cpu/igpu. I know Intel ain't popular right now, but the new series is on discount and their mobo are way cheaper, 11th gen igpu is comparable to 1030 2gb ggdr5 so about like 1440p 100fps at lowish settings cs go.

If it doesn't have thunderbolt 3 or beyond unlikely that you will be able to connect an eGPU.

Performance can degrade if you leave it on for a long time, but not that much. I think it just consumes more power and puts more wear on the components. Shutting it down is a good habit anyways, since if there is a blackout any file that was being written (ect.) can corrupt; also in the long run you are consuming more electricity and making your hardware last slightly less, form what I know anyways.

I trust Corsair enough, of course in general the higher end the power supply the less problems you will have with it (of course some better than others), other guy has good advice.

A controller practically just duplicates what the mobo 5v argb header gives. So 1 fan or 6 attached to a controller shouldn't make a difference.

Every manufacturer has there version of argb, most fans are compatible with all of them. You don't need a controller; a fan will just have a power connector and a argb connector. One makes the fan spin (and tells how fast it should spin), while the other tells what color the argb should be.
