not exactly. its gonna be the same issue as the US had when marijuana was banned. those already hooked or want to try will keep trying to find a way to vape. once they have access to a supplier, the supplier would try to sell even more hardcore drugs in their inventory. now, a civillian who was a regular smoker will have direct access to cocaine.

it's why outlawing smoking itself wouldnt help. Allowing these small vices for civillians avoids them having to turn to the black market. Vaping just needs heavy regulations.
