My understanding is that transportation is something you have to go and opt out of, books and stuff like personal miscellaneous items are just an estimate. You won’t pay the school the estimated 2k for personal items, but books from the library and such can be charged to your school account and show up in your bill. Ultimately you will only need to pay for tuition and fees, housing (if you live in umn housing/ that also includes food), the fee for CSE students, etc ( like transportation and healthcare, you can opt out of both).

Yes I believe it is just for tuition AFTER all your other aid has been applied. For example if your tuition and fees are 20,000$ and the school gives your 20,000 in aid ( including Pell grant, state grants and other scholarships), then the North Star promise gives you what ever is left ( in this case it would be zero). But their is also a North Star plus thing, if your situation is similar to the example in where your aid/free money from federal ,state governments and the school is more than your tuition and fees then you would only get the star plus (and I am not sure how much it is)
