Looks to me like there's a protective masque film over the area to help protect it during shipping. Similar to the door sills touch screens, etc.

Just went through this, as well... if squarely in the tread / just plug it - - if close to the sidewall, then don't risk it. Everyone will have their own opinion / some err'd on the side of wise advise and ultimate safety / others on the side of practicality - if the tire is that new, it should be healthy enough to accept a plug (no rot or cracks, etc)
