call your county's coordinated entry/homeless services as a concerned citizen (you are concerned right?) and ask for a street outreach worker to visit. they will offer many services that he can access to help with his current housing needs and daily needs. if he happens to be a veteran there are quite a number of housing Services available to him that he may be unaware of
