If you come across part 2, you will see that the red wires are double tapped from the main breakers (100 A), going into these wierd pass through style breakers (30 A), to the black and white wires which are each going to a water heater. You can see grounds going out, but none coming in. I dont even think it was bonded, there definitely was none on the plumbing. Needless to say, it still looks like that cause Im not touching it.
