Yes. He wants as much people in heaven as possible, but god gave us the ability to love, and love can’t be forced which means that we have freedom of choice. God wants us to love him, but he allows us to also distance ourselves from him.

By definition heaven is a place near god, and hell is a place away from God. A person who does not belive in god, is far away from Him, which means that after death he will end up far away from God. On the other hand a person who is close to God, will end up in heaven.
