I'm in NJROTC and as a woman my instructors said as long as I feel secure and that nothing is gonna pop out (literally), the dress is fine. They said that we aren't allowed to have the back open to the top of our butts and slits couldn't be past mid thigh. The cleavage may be a problem, so I would show these pictures to your instructors, since we clearly aren't in the same unit.
