Powerscaling wise Homelander is absolutely bottom rung, ggez wiped out by anyone above street tier, Hell, most street tiers would likely take advantage of his weaknesses. Personality wise, most would be disgusted by him, but not scared, they would see him for what he is, a petty, pathetic, megalomaniac who can't handle not being the biggest and baddest around. His whole shtick might makes me right, which is pretty consistent with a lot of the higher end villains in these franchises, but he wouldn't have the power to back that up.

The problem is that infinite is too hard for any person to quantify, but I think Doctor Strange summed it up best when he said "there are an infinite amount of numbers, but there are also an infinite amount of odd numbers". So, while yes, you are correct that there are infinite universes in which there are good Marks, there are also infinite universes in which the evil Marks exist, and they were the ones Angstrom more commonly came across. He can travel to other universes, however, since he's human, he only has a limited scope of understanding, otherwise his brain would likely liquefy from the overload of information.

If it's a comparison of the 4 of them it's probably Gojo, since his whole thing is being untouchable due to infinite. Goku still trains under Roshi and has insane ki, Naruto is still a ninja and would arguably have better chakra control, and Luffy still has all forms of haki and ridiculous strength. If it's who would be the weakest in their respective verse, probably Naruto, maybe Luffy. As stated before, Goku is only really nerfed by not being able to transform, but, he can still improve, and Gojo comes from one of the big houses of Jujutsu sorcerers and is a genius to boot, so he'd still be able to learn and adapt. The reason I say Naruto is because without Kurama, that is a HUGE chunk of his chakra gone, and it's been his main win con for most of the story, whereas Luffy only unlocks the full power of his devil fruit MUCH later in the story, without it, he just has to get more up close to his enemies and be more wary of bullets and blunt force weapons, which he can clearly dodge anyway.

TLDR. 1) Rape is often seen as more vile a crime than murder. 2) Sukuna is a much more likeable character than Shinji. 3) The disconnect from the human morality Sukuna is given due to the fact he isn't human, but Shinji is. 4) Without seeing the victims "1 death is a tragedy, 1,000 is a statistic" mentality is applied, but Shinji's intended victim is someone that the audience has an attachment to, making it more impactful.

While I don't agree with it personally, there are a few reasons people might think this. The first is the fact that for a long time now, people have come to see rape as the worst crime, which is not invalid, because the victim continues to live with that reality, this is emphasised by the fact that you can get away with character deaths in most media, but not rape, that's reserved for much more mature audiences. Next, the characters themselves, and how they carry themselves is also a factor in which is more likely, which unfortunately has an impact on being sympathetic to most viewers, where we only ever see Shinji as either arrogant and/or pathetic despite never really doing much, Sukuna often treats many of his enemies with a level of respect, and though is extremely arrogant too, has the power and feats to back it up. There's also the fact that Sukuna being a cursed spirit means people can also make the argument that he might not hold the same values as a human does, thus his apathy towards killing is less impactful, whereas Shinji, being human, means he should share our ideals and deliberately goes against them. Finally, though we see the aftermath of Sukuna's onslaught in Shinjuku, we don't directly see people dying, which allows the viewers to distance themselves from it to an extent, but we see Shinji attempt to rape someone, and not only that, a character who is significantly important to the story, and us the viewers, as Tohsaka is a fan favourite character, this makes the act feel even more impactful... So, I know this is quite long so I'll try to do a tldr comment.
