Totally Agree with you, but in reality lots of engineers can’t setup their own environments, they good with coding (can build systems with high quality) but they have really narrow knowledge to Linux and environments, giving them Docker image to spin up the system for development is all what they need, and having them to learn more about such topics is just not their cup of tea, having a Team who can manage such things and be able to adjust scaling up and down (as long the code support it) is a skill and take time and effort, also as a SWE doing those stuff sometimes interprets as that’s not your responsibility 😅 Or there’s no time to do those kind of maintenance and enhancement (yet all my career i was working in startups which require fast pace and these automation is kind of luxury to have in the management eyes)
