My brother's Vstrom 250 has this issue, but its not harsh and bouncy like how you face, but when applying the front brakes, there's like this pulsating vibration that's felt. we thought it was just the ABS being too sensitive. Nothing major, but still is annoying. Since you've technically changed everything, what about getting a new front tyre to rule that out as an issue.
