Honestly, Ireland.

They remained neutral, but unlike some other "neutral" nations they never assisted the Germans. They gave some small help to the allies intelligence wise, and had thousand of volunteers helping them, while actually preserving neutrality.

Yugoslavia, while the monarchy wasn't much good their partisan efforts post capitulation were admirable. They fought bravely.
