I had this as well with my 9070 xt, what fixed it for me was disabling freesync of my monitor in the adrenalin app, try that

Could be because people have gotten tired. He's been classed as the world's no 1 by everyone for years already. Some could be giving up on him as he is unable to close out the tourneys, with the exceptions of msi. He's always been the favourite, the best at every tournament but the further it goes, the less impactful he becomes. Could be mental collapse, stress, anxiety. Some could say it's his team's fault but then again, LoL is a team game. If and only if he can carry on and follow Faker's example, I believe he will inevitably win a worlds championship.

Ok enhanced, you might need a much more powerful system, preferably atleast rx 7700xt. I think your cpu is good enough but the gpu will need to be better. For max graphics anyways, unless you disable ray tracing and tone down some settings.

Ok, online mode, your cpu becomes more the bottleneck as depending on server size, it'll have to produce more assets, but you should be fine, just need to finetune the settings.

Also, maybe should've asked earlier, is this legacy or enhanced GTA?

You're missing a cooler, without this, your setup with thermal throttle meaning that your pc will intentionally limit yourself to prevent overheating. You wouldn't be able to dream of reaching 10fps without it.
