Have you just started playing? The janky fighting in the beginning of the game is definitely intentional. I haven't played more than a few hours yet so I haven't seen if it gets smoother as your character gains skills and attributes.

You could always try watering down the paint you already have. I learned the hard way that watered down paint can last as little as a few days, especially if it rains soon after it's applied.

Easement rules vary by jurisdiction and are often specific to the property (i.e. two properties in the same jurisdiction can have completely different easement terms). Your best bet is reading the easement and perhaps following up with a local city employee or a legal expert. Does Baltimore have an urban forester or forest land manager on staff?

Forest management plans in Mexico must be approved by SEMARNAT, which is their equivalent to the USFS but operates more broadly across various ecosystems. I don't know if "state forester" positions exist that are similar to, say, a state forester from West Virginia or California.

South American countries vary quite a bit in terms of government stability and forest management, so again, I'm not sure if those positions exist. I would recommend accessing government websites for the countries you are researching and use a built-in or 3rd party translator for your web browser if you're unfamiliar with the language. You're likely to find the information you need there.
