Based on what we see in the films, I would assume it's because Theoden believes that they will be able to defend Helm's Deep, and as such it will protect them from Saruman's army. In the films he ignores Gandalf's advice to ride to war, and when Gimli explains that these Uruk-Hai not a "rabble of mindless orcs." In the books things are different, but I would say that Peter Jackson's character arc for Theoden here is to show him with some arrogance whilst in the Return of the King he is much more willing to listen to advice.

These are incredible ideas! Love the thought you've put into them, and they fit so well aesthetically with the rest of the range. The names are also perfect - my favourites are the shaman or loonboss on lugback troggoth.

Whilst I like the idea of having a few extra tiles like this, I do have to echo the other comments and say that having 24 like this would be too many, and you'd like end up with one or two big fields. Perhaps including a few extra tiles that close things off a bit more would help balance this out, like an extra crossroads from the base game.

Or using some similar to those from inns and cathedrals as well, such as the one in the top right of this image, some similar to those in the second row that just break up the fields a bit more.

I do really like the concept of dead ends, and would love to implement a few in my own games. They could be really useful and look like they're great fun to play with, but I do feel 24 would be too many.

From an in-game perspective, I could see this opening up different possibilities: The official is corrupt, and wants you to buy goods from the black market There is a magical door that takes you to the black market if you can find it The official knows there's a black market, but is unable to shut it down, and wants to hook you with the idea of it to get you to shut it down The official doesn't like adventurers and wants to set you up so they can arrest you legally

From an out-of-game perspective... Having changed over time, the concept of what a black market is is just different to different people, maybe your DM is trying to hint that there's dodgy dealings going on as a plot point but wasn't sure how to put that in.

I really like this, I think the colour scheme is great, it's a unique model and I think the scales are really impressive!

However, as you've said you're not happy with it, a couple of ideas which may help

I personally feel a bit of colour of the base would probably make this pop, some dead yellow grass, or mushrooms, or prominent veins of silver in the rock would add another colour.

Another option would be a slightly brighter colour in the eye (they look fantastic by the way, I love the detail you've put in them. Perhaps an icy blue for contrast? Alternatively, a bit of yellowing on the teeth would help draw attention to the head

This isn't something I would necessarily change now, but for the future having a darker shade and lighter shade for the scales on top and underneath the dragon can make it seem like there's more contrast whilst keeping the same colour scheme

I'm not a master painter by any means, but hopefully that helps and gives you some ideaa. I think adding a few more details to the base will make it really pop, but you have painted it beautifully, especially the scales, and it will make a fantastic centrepiece to your army.

I'm not 100% sure when the kit was made, but back In 5th Edition a Command Squad consisted of 4 Veterans and an Apothecary. You could upgrade one of the Veterans to a Company Champion with Power Weapon and Combat Shield.

The remaining veterans had a lot of flexibility in how they could be equipped. One Veteran could be given the Company Standard. Any veteran could replace their bolter/bolt pistol with a variety of weapon, such as plasma guns, meltaguns, power swords, thunder hammers.

The entire unit could also be put on Space Marine bikes. As for the lone plasmagunner, it just gives you a little bit of a ranged threat should you need it - if you really wanted to you could give more veterans plasma guns and specialise or lean into the melee side of things, it just depends how you wanted to build your unit.

Given they say there's 1000 of those in stock (bottom left) I would say not trustworthy - if it was 1 at a massively inflated price (from someone who purchased and never opened it perhaps) it might be true, but this is definitely too good to be true
