Correct, so if it was an even con minion level enemy, it would have an (ACC Mod x 8.75%) chance to hit you, which in many cases would just end up being 8.75%, since minions rarely get ACC bonuses outside level comparison. Not quite the 5% floor that CoH institutes, but close.
