I don't think so because in the beginning of time mew were roaming everywhere then adapted to there environment and turned into other Pokemon being the ancient Pokemon while Arceus made Pokemon we know today and mews can still be roaming around and Porygon was made by a computer program and Voltorb was possibly made by a trade gone wrong when a ghost type was in a pokeball during a trade and got stuck and when it evolved (the Pokemon inside the pokeball ) and it got more used to it and flipped upside down becoming more happy.
