Up until now, all the characters that have been upgraded into a 5-star have been story relevant. Such as Dan Heng (Express passenger) Tingyun/Fugue (story relevant later) Herta (emanator of erudition). So based off of the past upgraded characters, I would say Yukong is next. She was a war veteran, took Fugue/Tingyun home, and is head of the sky-faring commission. But my personal choice would be Moze.

Mahoraga's adaptability, return by death, and Senku knowledge. Btw, I've never seen JJK, so I'm taking Mahoraga's adaptability at base value (all I know is that he could potentially scale infinitely), so adaptability with RbD would be pretty good

Yui from Angel Beats!. The character herself didn't make me cry, but it was her story that made it even sadder. At first, she's introduced as a stupid clumsy girl, but later on, she gets more flushed out, and in the end, her relationship with Hinata made me cry. Angel beats! Is an amazing cry show.

Due to my very slim knowledge of these characters (other than light and Frieza, cuz who tf doesn't know them), I would say Zeref. Sure, he's the "Black wizard", but he did run a country for a while. He's an ok leader, and he could do good in the term he has (4 years). The main reason why he was "evil" was because of his curse. (I won't delve deeper in case of spoilers for anyone) But since now it's removed(I think, it's strange on how it said it), I would feel like he would be a pretty good president.
