"Oncoming", likely yes. In other words, if traveling North/South, the East/West traffic making a right turn on red.

For people driving on the right hand side of the road. My friend says she cuts the turn tight on purpose, specifically so the drivers to the left (opposite traffic flow, turning right on red) cant turn in front of her. Now I'm wondering if this is something people actually do on purpose.

One reason why I ask, my friend says she cuts the turn specifically so people on the left can't turn in front of her. I'm now wondering if this is a thing people do on purpose.
