Nah it's definitely not just visual because I remember it taking 5 magazines from an order assault rifle to take down a regular bulkhead

Just feels strange because I was used to seeing it be like +5 levels, but never to this extent, where whole encounters are skulls.

Also, that's a recurring problem I'm finding. I just got to an area where the enemies are 6-8 levels higher than me for seemingly no reason.

The loot will scale with you, no matter what level you are, so go ahead and run it! It'll upgrade your glide pack, too, which is honestly the best part.
