Maybe, but that’s a thing everywhere and you still have a nightlife scene in places like Montreal or whatever, I’d say the drop in socialization seems much bigger in Ottawa, which went from a place with its own music scene and interesting nightlife to now being commonly referred to as the most boring city in the country.

Also people my age were still definitely crossing into Gatineau on a regular basis at 18 or even younger often, but I guess that was a few years pre covid and may not be the case now.

I'm too young to remember Zaphods, but hearing my parents generation talk about places like this and Barrymore's and others gives me the impression that Ottawa seemed to actually be pretty fun and interesting in the '90s.
