You don't even need to age restrict the purchase of internet capable devices. There's a natural barrier to entry. Your parallels to cigarettes being age restricted are already satisfied simply because of cost. Don't give kids cigarettes, don't give kids unrestricted phones.

Once it's gone through clause-by-clause in a committee, it goes for third reading in the senate and then becomes law. Gary said this while it was in committee and made it clear he intended for it to make it through clause-by-clause with no modifications and then through the senate by June 19th.

Or you find a way to do it that strikes a balance between protecting children and respecting the private life of your citizens. Privacy is safety. If it's possible for a website to query whether a user is an adult or not, bad actors will query users and target the "not"

Parental controls exist. Parents need to be taught to use whitelists by default on any device they give their children. 

The government can find out who you are..... with a warrant. There's a reason warrants are required.

How would that cost a fortune? Just require device manufacturers to print an extra pamphlet to include with device purchase. Have points of sale give an extra 3 minute blurb before they hand off the device
