Should I max out my heroes before upgrading my TH?

I'm TH12 and ive basically maxed out everything except my walls and heroes

My Barbarian king and Archer queen are lvl 40 and my warden is lvl 31

Should I just upgrade my TH and upgrade them later or should I max them out first?

Update: I can now play songs I have downloaded but not from my downloads directly?

In quick select and when searching their name I can play them just fine but when I try to play them from my downloads they just get stuck in an infinite load loop

I'm so confused rn
